Socially Resilient Mobility Planning: Challenges and Design Implications


As mobility systems continue to evolve, their design must not only ensure efficiency but also strengthen communities’ ability to adapt to disruptions in daily life. Social resilience—although often overlooked—emerges as a crucial factor in mobility planning. This study highlights how shifting focus from organizational priorities to community strengths can foster more adaptive and inclusive transport solutions.

Defining Social Resilience in Mobility Systems

Social resilience in the context of mobility refers to the capacity of individuals and communities to maintain stability and well-being despite disruptions. Unlike purely infrastructural resilience, which focuses on physical assets and logistics, social resilience prioritizes human adaptability, routines, and community networks. Research in this area aims to bridge the gap between technical mobility solutions and lived social experiences.

Challenges in Embedding Social Sustainability

One of the major challenges identified is the lack of concrete guidelines for incorporating social sustainability into mobility planning. While sustainability frameworks often focus on energy efficiency and environmental goals, the social dimension remains underdeveloped. This results in planning practices that may overlook vulnerable populations and everyday mobility patterns, reducing inclusivity.

Limitations of Current Planning Methods

Urban planners and mobility developers often rely heavily on quantitative methods such as traffic counts, route optimization, and cost–benefit analyses. However, these approaches fail to capture the complexity of social life and individual experiences. The absence of qualitative tools tailored for participatory engagement creates difficulties in understanding community needs, limiting the effectiveness of socially resilient designs.

Role of Stakeholder and Citizen Engagement

Meaningful engagement with citizens and stakeholders is essential to designing mobility systems that enhance resilience. Incorporating local knowledge, cultural practices, and established routines ensures that solutions are grounded in the lived realities of communities. A participatory approach not only builds trust but also empowers people to actively contribute to shaping their mobility future.

Design Implications for Future Mobility Systems

The study outlines five design implications, each providing strategies to strengthen the social dimension of mobility planning. These include prioritizing inclusivity, fostering adaptability, integrating community feedback mechanisms, supporting routine-based mobility practices, and ensuring responsiveness to disruptions. Together, these approaches can lead to more resilient, socially supportive, and sustainable mobility systems.
